Blend gui ling gao herbal powder with 1 cup of water until fully dissolved, ensuring no powder clumps remain.
In a saucepan, combine the dissolved herbal mixture with the remaining 3 cups of water and rock sugar. Bring to a gentle boil over medium heat, stirring continuously.
Reduce heat to low. Gradually whisk in cornstarch, making sure to add it slowly to prevent lumps. Stir until mixture thickens visibly.
Once thickened, maintain on low heat for another 5 minutes, stirring gently. The jelly should become glossy and gel-like.
Remove from heat and immediately pour into shallow dish or molds. Let cool to room temperature, then refrigerate for at least 2 hours. Serve chilled with honey drizzled on top.
