Trim beef chuck into 2-inch cubes and pat them dry; heat 2 tbsp olive oil in a heavy Dutch oven over medium-high until shimmering, then brown the beef in batches so pieces develop a deep caramelized crust. Set browned beef aside.
Add chopped onion and garlic to the pot, sautéing over medium heat until translucent (about 4 minutes), stirring to prevent burning. Stir in sliced carrots and diced red bell pepper, cooking 3 minutes to lightly soften.
Add chopped Roma tomatoes and cook, stirring, until they release moisture and the mixture thickens, about 5 minutes. Sprinkle in cumin, cinnamon, oregano, and black pepper; stir to bloom the spices.
Return beef to the pot, pour in beef broth, add bay leaves, kosher salt, olives, and capers. Bring to a gentle simmer, then reduce heat to low. Cover and braise 90 minutes, stirring occasionally, until beef is tender.
