Rinse the rice well and cook in a rice cooker or saucepan with appropriate water until tender and fluffy; keep warm until serving.
Dice the chicken thighs into 1-inch pieces and season lightly with salt and pepper for even flavor.
Set a large skillet or Dutch oven over medium-high heat and add the vegetable oil. Sauté chopped onions, garlic, and carrots for 3–4 minutes until fragrant and slightly softened.
Add chicken pieces and cook on medium-high heat until lightly browned and no longer pink on the outside, about 4–5 minutes. Stir occasionally to prevent sticking.
