Boil the potatoes until fork-tender, peel, and mash them thoroughly while still warm.
Heat 2 tbsp of vegetable oil in a skillet over medium heat. Add cumin seeds and asafoetida; sauté until fragrant, then mix in turmeric, red chili powder, and garam masala for 30 seconds.
Add mashed potatoes and half the salt to the skillet, stirring well for 3 minutes to meld flavors, then allow the mixture to cool slightly.
Slit large green chili peppers lengthwise and remove seeds, keeping stems intact. Stuff each pepper generously with the seasoned potato mixture.
Prepare a smooth batter by combining besan (chickpea flour), remaining salt, and a splash of water. Dip stuffed peppers fully in the batter; deep-fry each vada in hot oil (350°F), turning frequently, until golden brown and crisp. Drain on paper towels and serve hot.
