Heat a heavy-bottomed pan over low heat. Add butter, allowing it to melt completely before stirring in the all-purpose flour and gram flour. Mix continuously for 5–7 minutes until the flour turns aromatic and light golden.
Gradually add milk while stirring, then cook the mixture on medium heat for another 3 minutes to achieve a smooth, lump-free base.
In a separate saucepan, combine sugar and 1/4 cup water. Bring to a boil over medium-high heat, then lower the heat and simmer until the syrup reaches a string consistency (about 5 minutes). Add cardamom powder and stir.
Quickly pour the hot syrup into the flour mixture. Mix rapidly while working over medium heat, until the mixture starts to leave the sides of the pan and becomes slightly flaky.
Turn off the heat immediately. Spread the mixture evenly in a lined square pan. Sprinkle chopped pistachios and almonds on top, gently pressing to adhere. Allow to cool for 1 hour, then cut into squares and serve.
