Soak chana dal in water for 2 hours, then drain and rinse thoroughly.
Boil soaked dal in fresh water over medium heat until soft but not mushy, about 30 minutes. Drain and cool slightly.
Mash cooked dal, then combine with jaggery in a nonstick pan; cook over medium-low heat, stirring constantly, until mixture thickens and leaves pan sides. Stir in cardamom and nutmeg powders. Cool completely.
Knead flour, salt, and a tablespoon of ghee with enough water to make a soft, smooth dough. Cover and let rest 30 minutes.
Divide dough and filling into 8 equal balls. Flatten a dough ball, place a portion of filling inside, seal the edges, and gently roll into a thin circle using light pressure to avoid tearing.
Heat a skillet on medium heat. Place the rolled Puran Poli and cook until golden spots appear, about 1-2 minutes per side, brushing with ghee after flipping.
Keep finished Puran Polis covered with a clean towel to retain softness. Serve warm, brushing with extra ghee as desired.
