Rinse the moong dal and chana dal thoroughly, then soak both in water for 4 hours to ensure they become soft and blendable.
Drain and transfer the soaked dals to a blender; add green chili, ginger, and 1/4 cup water, then process into a smooth, thick batter.
Transfer batter to a bowl, add baking soda and salt, then vigorously whisk for 5 minutes to make it airy and light for crisp, fluffy ladoo.
Heat vegetable oil in a deep pan over medium-high heat; once hot (test with a drop of batter), drop spoonful-sized portions of batter and fry until golden brown, about 5-6 minutes per batch.
Drain fried ram ladoo on paper towels. To serve, arrange ladoo in bowls, top with grated radish, cilantro, chaat masala, black salt, lemon juice, and generous drizzles of both green and sweet tamarind chutneys.
