Line a loaf pan with parchment or wafer paper, allowing some to overhang for easy release.
In a saucepan, combine honey and sugar over medium-low heat; stir until sugar dissolves, then simmer without stirring until the syrup reaches 250°F (hard-ball stage) on a candy thermometer.
While the syrup cooks, beat egg whites with salt in a stand mixer until stiff peaks form.
With the mixer running on low, carefully drizzle the hot syrup into the egg whites; increase speed to medium-high and beat for 3–4 minutes until glossy and thick.
Immediately fold in the vanilla extract, lemon zest, peanuts, and dried fruits using a spatula—work quickly before the mixture stiffens.
Spread the nougat mixture evenly into the prepared pan, pressing it flat; cover with a second sheet of parchment or wafer paper.
Let rest at room temperature for at least 3 hours, or until firm enough to slice. Cut into bars or squares with a sharp knife.
