In a heavy-bottomed pot, bring whole milk to a boil over medium heat, stirring often to prevent scorching.
Add drained rice to the boiling milk; reduce heat to low and simmer, stirring frequently, for 30-35 minutes until rice is fully cooked and mixture thickens.
Stir in sugar and continue cooking for 5 minutes, ensuring sugar dissolves completely without sticking to the bottom.
