Toast the raw walnuts in a dry skillet over medium-low heat for 3–4 minutes, stirring frequently until fragrant but not burnt.
Transfer the toasted walnuts to a blender. Add water and process until a smooth walnut milk is formed.
Rinse and drain the short-grain rice. In a medium saucepan, combine walnut milk, whole milk, rice, and sugar.
Bring the mixture to a gentle simmer over medium heat, stirring constantly to prevent sticking; lower heat to maintain a light simmer.
Cook, stirring occasionally, for 25–30 minutes until the rice is very soft and the soup thickens slightly; add vanilla extract and a pinch of salt in the final 2 minutes.
Serve hot, garnished with extra toasted walnut pieces if desired.
