In a nonstick pan over medium-low heat, melt 2 tbsp unsalted butter; add sweetened condensed milk and soaked saffron milk, mixing well to combine.
Gradually fold in whole milk powder while stirring continuously, ensuring no lumps form and heat remains moderate throughout.
Continue to cook the thickening mixture, stirring constantly over medium-low heat until the mixture gathers and leaves the sides of the pan (about 12-15 minutes).
Add cardamom powder, mix thoroughly, and turn off heat; let it cool just enough to handle safely—avoid cooling completely to preserve shaping texture.
