Heat 2 tbsp vegetable oil in a large skillet over medium heat until shimmering. Add cumin seeds and let them sizzle for about 30 seconds until aromatic.
Add finely chopped onion and green chili. Sauté for 3-4 minutes on medium heat until the onion turns translucent but not browned.
Stir in diced potato, turmeric powder, and salt. Mix well, cover with a lid, and cook for 5 minutes on low-medium heat to slightly soften the potatoes.
Add shredded cabbage and mix to combine. Increase heat to medium-high for 2 minutes, stirring to ensure the cabbage wilts evenly.
Add chopped tomato, red chili powder, coriander powder, and garam masala. Reduce heat to low, cover, and cook for 10-12 minutes, stirring occasionally, until vegetables are tender and moisture is mostly evaporated.
Uncover and sauté for an additional 2 minutes on medium heat to reduce excess moisture. Taste and adjust salt if needed. Serve warm.
