Finely shred green cabbage and carrots, slice scallions, and rinse bean sprouts; mince the garlic. Prepare all vegetables before starting to streamline workflow.
Heat 1 tsp vegetable oil in a large nonstick skillet over medium-high heat. Sauté garlic for 30 seconds, then add cabbage, carrots, bean sprouts, and scallions. Stir-fry for 2 minutes until just wilted.
Add soy sauce, sesame oil, and black pepper to the vegetable mix. Stir well, then remove from heat. Immediately spread filling on a tray to cool rapidly, ensuring the wrappers remain crisp after frying.
