Rinse the short grain white rice under cold water until the water runs clear, then drain well.
In a large pot, combine the rinsed rice, raw peanuts, and water. Bring to a boil over high heat.
Once boiling, reduce heat to low and simmer uncovered, stirring occasionally to prevent rice from sticking, for 60–70 minutes until the rice grains are broken down and the liquid is creamy.
After 50 minutes of simmering, add the salt and sugar, stir, and adjust the heat if congee simmers too vigorously to avoid scorching.
Once the congee reaches a silky, thick yet pourable consistency, stir in the whole milk and simmer for an additional 5 minutes on low heat. Serve hot.
