In a medium saucepan over medium heat, combine the whole milk and water; heat gently until steaming but not boiling.
In a large bowl, whisk the masa harina with 1 cup of the warm milk mixture until completely smooth with no lumps.
Stir the masa mixture back into the saucepan. Add the sugar, salt, cinnamon, and vanilla extract, then whisk to blend well.
