Soak the poppy seeds in warm water for 15 minutes, then grind to a coarse paste with green chilies for depth of flavor.
Peel and dice the potatoes into roughly 1-inch cubes. Rinse and set aside to remove extra starch.
Heat mustard oil over medium heat in a nonstick pan until it smokes lightly, then reduce to medium-low and add cumin seeds for tempering.
Add the potatoes, sprinkle turmeric and salt, and sauté on medium heat for 3–4 minutes until lightly golden.
Stir in the poppy seed-chili paste and pour in water evenly. Mix gently, cover, and cook on low for 12–15 minutes until potatoes are tender but not falling apart.
Remove the lid and cook uncovered for 2–3 minutes, stirring gently to let moisture evaporate and develop a light crust.
Taste and adjust seasoning before serving warm with rice or flatbread.
