Cut the cauliflower into bite-sized florets, wash, and drain thoroughly.
In a large bowl, mix all-purpose flour, cornstarch, salt, and a splash of water to make a thick batter. Coat the cauliflower florets evenly in the batter.
Heat oil in a wide skillet over medium-high heat. Shallow fry the battered cauliflower florets in batches until golden and crisp, turning occasionally for even color. Transfer to a paper towel-lined plate to drain excess oil.
In a separate large pan over medium heat, add 1 tablespoon oil. Sauté minced garlic and ginger for 30 seconds, then add chopped onion and bell pepper. Stir-fry for 2-3 minutes, keeping the vegetables slightly crisp.
Add soy sauce, tomato ketchup, red chili sauce, and black pepper. Toss well. Add the fried cauliflower and toss rapidly on high heat for 1-2 minutes to coat evenly. Garnish with chopped scallions and serve hot.
