Rinse the soaked dried cod thoroughly and cut into large chunks; set aside. Peel and dice the onion, slice the celery, and cut the potatoes and tomatoes into bite-size pieces.
In a large heavy pot, heat the extra virgin olive oil over medium heat. Add onions and celery; sauté gently for 8 minutes until soft but not browned, adjusting heat so vegetables sweat without caramelizing.
Stir in minced garlic, tomato paste, and bay leaves; cook for 2 minutes until fragrant, ensuring the paste coats the vegetables evenly.
Add the potatoes, tomatoes, olives, and capers. Stir well, then layer cod pieces over the vegetables. Season with black pepper. Pour in enough water to barely cover the contents; do not submerge cod completely.
Bring to a gentle simmer over medium-low heat. Partially cover and stew for 50–60 minutes, occasionally spooning liquid over fish. Avoid stirring vigorously to keep the cod chunks intact.
Remove the lid for the final 10 minutes to thicken sauce slightly. Test a potato for doneness; it should be tender but not falling apart. Adjust seasoning, remove bay leaves, and sprinkle with fresh parsley just before serving.
