Rinse water spinach thoroughly and trim into 3-inch segments, separating stems and leaves.
Slice garlic cloves thinly and cut red chili into rings.
Heat vegetable oil in a large skillet or wok over medium-high until shimmering.
Add garlic and chili; sauté for 20 seconds to infuse the oil without burning.
Increase heat to high, add water spinach stems; stir fry rapidly for 45 seconds before adding leaves.
Drizzle soy sauce, sprinkle salt; toss for another 30 seconds just until leaves are wilted and stems remain crisp.
Transfer immediately to a plate to stop cooking and preserve crisp texture.
