Toast the dried ancho and guajillo chilies in a dry skillet over medium heat for 2 minutes until fragrant, turning frequently. Remove from heat and set aside.
Place toasted chilies in a bowl, cover with 1 cup hot beef broth, and let steep for 15 minutes to soften. Blend chilies and soaking liquid into a smooth paste.
In a heavy-bottomed Dutch oven, heat 1 tbsp oil over medium-high heat. Brown beef cubes in batches so as not to crowd the pan, allowing deep caramelization on all sides. Remove beef and set aside.
Lower heat to medium and add diced onions to the pot, scraping up browned bits. Sauté for 4–5 minutes until translucent, then stir in minced garlic for 1 minute.
Stir in tomato paste, smoked paprika, cumin, oregano, salt, and pepper. Cook for 2 minutes to bloom spices, then add chili paste and remaining beef broth. Return beef to the pot and bring to a simmer.
