Silky rice noodle rolls filled with shrimp or pork are a fresh, light breakfast. A high protein, family dim sum favorite with delicate texture.
In a large mixing bowl, whisk rice flour, tapioca starch, salt, and water together until completely smooth with no lumps. Let the batter rest for 10 minutes.
Meanwhile, season the chopped shrimp with white pepper and set aside. Prepare a wide steamer and brush a thin layer of neutral oil on a flat tray or heatproof plate.
Pour about 1/4 cup of batter onto the oiled tray to make a very thin layer. Cover and steam over high heat for 2-3 minutes until just set and translucent.
Sprinkle an even layer of chopped shrimp and green onions over the steamed sheet, cover, and steam for another 1 minute until shrimp turns pink and opaque.
Using an oiled spatula, carefully roll the rice noodle sheet into a cylinder while hot, transferring to a serving platter. Repeat with the remaining batter and filling.
Combine soy sauce, sugar, and sesame oil in a small saucepan and heat just until warm. Drizzle the sauce over the finished rolls before serving.
