Bring a pot of water to a gentle boil. Add fresh rice noodles and blanch for 1–2 minutes until just loosened and springy; avoid overcooking. Drain thoroughly.
In a large mixing bowl, combine soy sauce, dark soy sauce, chili oil, sesame oil, white pepper, and sugar. Stir well until the sugar is completely dissolved.
Add hot drained rice noodles into the bowl with the sauce base. Toss immediately to ensure even coating and to let the residual heat help absorb the flavors.
Add pickled mustard greens, scallions (sliced thinly), toasted sesame seeds, and cilantro. Gently toss once more, making sure the vegetables and garnishes are distributed without breaking the noodles.
