Pat the beef chuck roast dry and season both sides with salt and pepper; let sit at room temperature for 20 minutes before browning.
In a large Dutch oven, heat olive oil over medium-high until shimmering. Sear the roast on all sides until deeply browned, about 4 minutes per side. Transfer to a plate.
Reduce heat to medium. Add chopped onions, carrots, celery, and parsnip; sauté in the beef drippings for 6 minutes, scraping any brown bits from the bottom.
