Rinse the fresh lotus seeds thoroughly, removing any green sprouts, and soak them in warm water for 10 minutes to tenderize.
Separate lily bulb petals and gently rinse. Slice carrot thinly and remove strings from snow peas.
Heat a wok or large skillet over medium heat and add 2 tbsp vegetable oil. When oil is shimmering, add carrots; stir-fry for 1 minute to soften.
Add soaked lotus seeds and snow peas to the pan. Stir-fry for 2-3 minutes, maintaining medium-high heat to avoid excess moisture.
Add lily bulb petals, salt, sugar, and white pepper. Stir gently while drizzling in 2 tbsp water to help steam ingredients, and cook for 1-2 more minutes until everything is crisp-tender but not mushy. Serve hot.
