Preheat the oven to 180°C (356°F).
In a bowl, combine cake flour, baking powder, Earl Grey tea powder (from tea bags), sugar, and salt and mix well.
Cut cold butter into small cubes and add to the mixture. Using your fingertips, quickly mix until the mixture forms a crumbly texture.
Mix milk and eggs together, then pour into the dough and gently combine until just unified.
Gather the dough, roll it out to a thickness of 2–3cm, and cut into pieces of desired size.
Place the dough portions on a baking sheet lined with parchment paper and lightly brush the tops with milk.
Bake in the preheated oven for 20–25 minutes, until golden brown.
