Soak the seaweed in water, then rinse and drain.
Cut the fish into bite-sized pieces.
Heat sesame oil in a pot and stir-fry the seaweed.
When the seaweed softens, add the fish and stir-fry together.
Add water and minced garlic, and bring to a boil.
Season with soy sauce for soup and salt to taste.
Simmer on medium-low heat for 10–15 more minutes to finish.
