Cut the skirt steak into bite-size pieces.
Dice onion, carrot, potato, celery, and other vegetables.
Heat olive oil in a pot and sear the skirt steak over high heat.
Set the seared skirt steak aside and sauté the vegetables in the pot.
Add tomato sauce and mix well.
Add water and the seared skirt steak, then bring to a boil.
Season with salt and pepper.
Simmer over medium-low heat for about 20 minutes.
Serve in a bowl and sprinkle with parsley to finish.
