Clean the eel thoroughly and cut into bite-sized pieces.
Season the eel with salt and pepper.
Coat evenly with potato starch.
Heat plenty of cooking oil in a pan and fry the eel until golden brown.
In a pan, combine soy sauce, sugar, cooking wine, minced garlic, and water to make the sauce.
Quickly stir-fry the fried eel in the sauce to finish.
Sprinkle toasted sesame seeds and chopped scallions on top as desired.
