Boil plenty of water in a pot, add the prepared duck and 2 tablespoons of rice wine, and blanch for 5 minutes to remove impurities.
Soak dried neungi mushrooms in lukewarm water for 20 minutes. Do not discard the infused water; set it aside to use as broth.
In a pressure cooker or heavy pot, add the blanched duck, soaked neungi mushrooms, garlic, ginger, green onions, and the mushroom broth.
When it comes to a boil on high heat, reduce to medium and simmer for at least 40 minutes so the duck turns tender.
Once the duck is fully cooked, cut the chives into 5 cm pieces and place them on top. Continue to boil for 1 more minute until the chives wilt.
Season to taste with 0.5 teaspoon salt and pepper. Add the soaked glutinous rice to the remaining broth and cook into a porridge.
